Application for the Higher Education Loans Board, HELB Students Second And Subsequent TVET Loan Applications for Kenyan Students – 2023/2024 Entry is now open for the New Academic Session.
The Higher Education Loans Board invites applications for the Second and Subsequent TVET Loan and Bursary for 2023/2024 Financial Year from Kenyan students admitted in National Polytechnics, Technical Training Institutions and Vocational Colleges under the Ministry of Education, and are registered with Kenya Universities and Colleges Central Placement Service [KUCCPS] and members of the Kenya Association Technical Training Institutions [KATTI].
HELB – Higher Education Loans Board is a state-owned corporation established in 1995 and have grown to become the leading financiers of higher education in Kenya. Our mandate is to source funds and lends them as affordable loans, bursaries and scholarship to students pursuing higher education in a recognized institution; which we have successfully done for the past 2 and a half decades.
HELB SECOND AND SUBSEQUENT TVET LOAN APPLICATION ELIGIBILITY
Scholars are selected on the following criteria:
- Students enrolled for approved TVET courses and are applying for the second or subsequent student loan.
HELB SECOND AND SUBSEQUENT TVET LOAN APPLICATION INSTRUCTIONS
- Download the HELB App from Google Play Store or dial *642#.
- Register using your phone number to generate a PIN which you will use to log
- Ensure the mobile number is registered under your
- Please NOTE that mobile numbers not registered in the students’ name will not allow the loan application to
- Read, understand and click to accept the license
- Enter your first name as it appears on your National ID, ID number and valid email address to complete registration.
- Click on “loans” tab and choose either certificate loans or diploma Then click “apply” on the TVET second and subsequent loan.
- Read and understand the financial literacy
- Answer the financial literacy questions and scroll down to view results and click “proceed”.
- Click “confirm” to verify your telephone number by paying 1 to M-PESA.
- Read the loan agreement and click on ‘I agree’.
- Click ‘submit’. A pop-up message will appear to show that you have successfully The loan serial number will also be displayed.
HELB SECOND AND SUBSEQUENT TVET LOAN APPLICATION REQUIRED DOCUMENTS
From Applicants
- A coloured Passport photgraph
- A copy of admission letter from the institution
- A copy of personal bank account card
- A copy of fee structure
- If orphaned, a copy of late parent’s death certificate/burial permit
- If parent are separated, a letter from your area chief/letter from your former high school principal
- If living with disability, evidence to show the area of disability
From Parents
- A copy of parent’s national ID card;
- A copy of parent’s salary payslip, if employed;
- A copy of parent’s letter of retirement, if retired;
From Guarantors
- Copies of National ID’s
Please note that this application is paperless. You are not required to print any form. A confirmation SMS with a loan
application serial number is the evidence that you have applied. Kindly save the SMS for future reference.

I have a problem with my application of second subsequent loan. I downloaded the app and started the application process, when I reached a point of paying the 1 ksh, I didn’t get the mpesa verification code. I waited for two days but it didn’t come. I then decided to uninstall the app and then download it again. On doing so, when I was requested to put my password, it recommended that the pessword is wrong. I repeated it for 3 times and finally I was told my account has been locked. Now I can’t do anything about it. Kindly help me . Am unable to apply for subsequent loan it’s always system busy or maintenance please need your help
